The Hide on devices feature actually hides elements from the admin. Once hidden, elements are difficult to relocate, they need to be selected from the block navigation and visibility needs to be re-toggled for the elements to be workable again. What would be good, is an option to gray out the elements instead and then a toggle just below the already existing visibility option toggles to select whether we need to show or hide the actual element from the admin.

That’s actually how it was originally until I was building something a grid with certain items hidden on devices… Not having them actually hide made the layout break completely in the editor (obviously). Perhaps an editor-only option to choose whether it hides the element or just grays it out in the editor would be best.
